Article I. Name |
|
The name of this Association shall be “International Association of Music
Libraries, Archives and Documentation Centres (IAML), Japanese Branch,
”hereinafter referred to as the “IAML Japanese Branch”. |
Article II. Purposes |
|
As the Japanese branch of IAML, this Association aims to accomplish at
the national level such tasks as its parent organization undertakes internationally,
and to support the activities of IAML. It shall have the following purposes. |
1. |
To encourage and promote the activities and research of libraries, archives and documentation centres concerned with music and music materials, to strengthen co-operation among institutions and individuals working in these fields and to promote publication of their work. |
2. |
To promote a better understanding of the cultural importance of music libraries,
archives and documentation centres in Japan. |
3. |
To support and facilitate the realization of projects in music bibliography, music documentation and music library science at the national level. |
4. |
To
promote the availability of all publications and documents relating to music,
in particular national and international exchange and lending. |
5. |
To encourage and support the development of standards in all areas that concern the Association. |
6. |
To promote the availability of suitable professional education and training. |
7. |
To
further the bibliographical control of music materials of all kinds. |
8. |
To support the protection and preservation of musical documents of all periods. |
9. |
To co-operate with other organizations in the fields of librarianship, bibliography, archival science, documentation, music and musicology. |
Article III. Head Office |

The location of the head office shall be determined
by the Board. |
Article IV. Membership |
1. |
IAML
Japanese Branch consists of three categories of members: individual members,
institutional members and honorary members. |
2. |
All members of IAML Japanese Branch shall be members ipso facto of IAML, and shall have voting privileges in both associations and shall receive the official publications of both associations. |
3. |
Eligibility: membership is available to any persons or institutions interested
in the objectives of IAML. Membership shall commence on payment of the
prescribed annual dues. |
4. |
Cancellation of membership: any member may request the cancellation of
his/her membership, but any unused balance of the membership fee shall
not be returned. |
Article
V. Dues |
|
The fiscal year of the IAML Japanese Branch starts on January 1 and ends on December 31 of the same year. Fees shall be due as of December 31 of the previous year. If a member's dues remain unpaid after March 1, the membership of that year shall be considered terminated. National membership dues shall be changed with the approval of the General Meeting of the Branch. |
Article VI. Board of Directors |
1. |
The
elected officers (President, Vice-President, Members-at-Large, and
Secretary) and appointed officers (Treasurer and Membership Secretaries)
shall constitute the Board of Directors. |
2. |
Directors shall not receive any remuneration for their services, but expenses
may be allowed for their attendance at the Board meetings. |
3. |
The
Board shall meet at least three times a year. |
4. |
The
Board shall submit an annual report of its activities at the Annual
General Meeting of the Branch. |
5. |
The Secretary shall record the minutes of all general meetings and of the meetings of the Board, and conduct the official correspondence of the Association. He/she shall also be the custodian of the official Seal of the Association. |
6. |
The Treasurer shall keep full and accurate books of account, and transfer
the dues to IAML. He/she shall submit his/her accounts annually to the
auditor. |
7. |
Other
duties of the officers of the Board shall be determined by the Board. |
Article VII. Elections of Officers |
1. |
The elected officers of the Japanese Branch shall be: President (1), Vice-President (1), Members-at-Large (4), Secretary (1). |
2. |
The
Treasurer and two Membership Secretaries shall be appointed by the Board. |
3. |
To elect the Board members, an Elections Committee Chairperson and two Elections Committee members shall be appointed by the Board. The Elections Committee Chairperson shall invite nominations from the membership, including self-recommendations. Nominations shall be sent to the Elections Committee Chairperson at least two months prior to the Annual General Meeting of the Branch. |
4. |
The
Elections Committee shall nominate members when required to complete the
slate. |
5. |
The
Elections Committee Chairperson shall forward a voting paper to the
membership by mail, no less than six weeks prior to the Annual General
Meeting of the Branch. |
6. |
Ballots must be returned by mail to the Elections Committee Chairperson
and be postmarked no later than three weeks before the Annual General Meeting
of the Branch. |
7. |
The
election results shall be announced to the membership during the Annual General
Meeting of the Branch. |
8. |
The Elections Committee Chairperson shall not run for elected office in
the year in which he/she serves on the Elections Committee. |
9. |
Terms
of Office: The term of office of the elected officers shall be for three
years. |
10. |
Elected officers (i.e., the President, Vice-President, Members-at-Large,
and Secretary) shall not serve on the Board of Directors for more than
six consecutive years. |
11. |
The Treasurer and two Membership Secretaries shall be appointed for a term of three years at the Annual General Meeting of the Branch. |
12. |
All officers shall serve until the end of the Annual General Meeting at which the names of their successors are made public. |
Article VIII. General Meeting |
1. |
The
general meetings shall have the right to make the most important and most
fundamental decisions of the Japanese Branch. |
2. |
The IAML Japanese Branch shall hold an Annual General Meeting. |
3. |
The Association shall hold other general meetings as requested in writing by fifty per cent of the membership. |
4. |
The date, place and agenda of the general meetings of the Branch shall
be determined by the Board. |
5. |
The
fifty per cent majority of the membership shall constitute a quorum at
general meetings. Letters of attorney shall be counted as part of the
quorum. |
6. |
Decisions
at the General Meeting are made with the approval by more than fifty per
cent of the members who are present at the Meeting. |
Article IX. Committees |
1. |
Committees deemed necessary shall be established. |
2. |
As for
the Elections Committee, see Article VII. |
3. |
Establishment of any other committees than the Elections Committee shall be approved by the General Meeting of the Branch. |
Article
X. Auditor |
|
An audit of all accounts shall be made annually by an auditor, appointed by the Board and approved by the members at each Annual General Meeting of the Branch. |
Article XI. Constitution of the Branch |
1. |
According
to the Constitution of IAML, Japanese Branch shall submit its constitution
to IAML. The Constitution of Japanese Branch shall not conflict with that
of IAML. |
2. |
The Constitution of Japanese Branch shall be published in Japanese and English languages. In case of dispute, the Japanese text shall be authoritative. |
3. |
The Constitution of the Japanese Branch may be changed by an ordinary General Meeting of the Branch. Proposals for changes must be sent to the Board of Directors no later than two months before the meeting. The Board shall send the proposals to the membership no later than six weeks before the General Meeting. |
